St. Paul abolishes cross dressing ordinance

Since 2003, the City of St. Paul has abolished an antiquated ordinance prohibiting people from appearing in public in dress "not belonging to their sex."

The language dated from the late nineteenth century. The ordinance served no purpose and cast a shadow on  transgender people living in or visiting the city.

The ordinance was brought to OutFront Minnesota's attention by a St. Paul attorney with a client affected by an unrelated part of the same ordinance. The ordinance conflicted with St. Paul's human rights ordinance, as well as with the Minnesota Human Rights Act and at least two amendments to the U.S. Constitution.
